CNN.com - Judicial nominee Estrada withdraws his name - Sep. 4, 2003 : " Miguel Estrada, nominee for the U.S. Court of Appeals for the District of Columbia, withdrew his name from consideration Thursday after spending more than two years in limbo amid partisan wrangling over President Bush's nominations."

I note with some disgust that the CNN article talks about the controversy over Estrada's nomination but does not mention that the Congress has approved virtually all of Bush's nominees for judgeships.
